Welcome to the August edition of AIME's K&N News. Throughout the holiday season, the AIME Board and Executive have continued to be busy working on Industry policy matters on behalf of the membership. Please find a summary of the work we have conducted over the last month below.

Chairman's Brief

Dear Members

Welcome back after the Summer holidays. I promise that my update will be shorter than last month when I outlined to members what your Trade Association has achieved over the past two years.

We start the run up to the end of the year with a significant set of issues and challenges and the next Members' meeting in September promises to have a full agenda. I would urge members to attend if possible.

In the last month, AIME has met with Ofcom regarding the consultation on bad debt and NTS recharges. I would urge that you read the notes from this meeting and make sure that you keep a close eye on developments and respond to the consultation if necessary as it has far reaching consequences.

AIME's responses to the Ofcom scope review and PPP 12th Code Discussion Paper have been submitted and we expect to debate the responses from Ofcom and PPP in due course.

I am also pleased that AIME has branched out into new membership areas such as 087.

The vice-chair attended the August ILP and fed back with encouraging comments on how engagement is happening between stakeholders. Key areas such as registration scheme are detailed in the newsletter.

Your board will be meeting shortly and we will be reviewing the progress on AIME's 3-year plan which will be presented to members when we feel it is in good shape. I am pleased to welcome Paul Lynch, Head of Operations, ITV Interactive onto the board, his broadcast experience and pragmatic approach to issues will be invaluable. We say farewell to Jeremy Stern of Promoveritas who has served your board with commitment and my thanks to him.

Sponge enable mobile voting platform for Jury Team political party

“Politics for the mobile”

While some individual politicians are making impressive forays into using the web and social media platforms to mobilise their campaigns and reach different audiences, it still seems that most of the parties are only just dipping their toes in the water, compared to President Barak Obama’s election campaign last year.

All the main parties increased their online activity in the recent EU and local elections, in an effort to bring people closer to the organisation with compelling and engaging content, however, only one party The Jury Team, went further by providing a mobile voting platform enabled by Sponge so that constituents could actually select their MEP candidate.

The Jury Team is a non-partisan political platform aimed at making it possible for independent candidates from the general public to stand for public office. Launched by former Conservative Deputy Chairman, Sir Paul Judge last March, this platform has embraced online, social media and SMS as a way of promoting and engaging the public in “Web 2.0 democracy”. 

“The use of technology in the Obama campaign gave us some ideas about opening up the election process and we used social media to profile our candidates,” says Sir Paul.  “We held ‘hustings’ on our website, via Twitter and Facebook to engage voters and then provided a mobile shortcode so that people could select their preferred candidate by SMS.”

Sponge provided the messaging infrastructure and managed connections and verification with all five MNOs, ensuring that constituents in 11 UK regions could choose their candidate via one vote, per SIM card. 15,000 constituents who used the service were charged their standard network operator cost for sending their vote in via SMS and received a Mobile Terminating message back in return confirming the selection which was charged at 25 pence. From this 10 pence plus VAT covered agency and MNO charges, while the remaining 15 pence was used to fund future messages to the user reminding them to vote on election day itself.

Phil Gault, Client Services Director for Sponge, says although he had some concerns about getting involved in the world of politics, it had been an interesting exercise which proved the on-going participatory ability of the mobile platform.

“It was a fascinating, but not a technically complex problem,” says Gault. “Getting involved in a movement to throw up alternative ways of engaging people appealed to us and allowed us to showcase how mobile is rising to the challenge of integrating with all other communication channels within politics.”

As politics in the UK reinvents itself, it would seem that anything which boosts one-to-one dialogue with voters will become increasingly important and Sir Paul is looking to repeat the project for the UK General Election in 2010.

AIME continues to unify Interactive Media Service Providers to enable more ubiquitous methods of Mobile Interaction and using PRS in the mainstream and looks forward to highlighting more examples of how Industry is achieving this in the future. The initiatives being undertaken by AIME are all directed at making the delivery of PRS interaction subject to best practices, regulatory compliance and security.

New evidence released by PPP signals that measures adopted by industry and the regulator last year to tackle rising complaints has been successful. PPP quarterly report April-June 09:

  • overall complaints logged decreased 50% Q1 2009/10 compared to Q1 2008/9
  • complaints in mobile sector decreased 52% Q1 2009/10 compared to Q1 2008/9
  • top 15 TPs have seen a net reduction in complaints

AIME Merchant Promoter Registration Scheme

  • Working group meeting held 12th Aug - agreement that registration scheme fits in to larger Central database/information source
  • Implementation of Industry database on hold, however concerns over timescales for a Regulator implemented scheme
  • Working group to continue with planning process and produce a Scoping Plan
  • AIME liaising with MNOs on their current initiatives
  • AIME continue to engage with PPP to ensure mutual goal

Number Checker/Customer Care

  • AIME Vice Chair part of new ILP working group for PPP Number Checker
  • AIME sees number checker linking in with wider customer care and central Industry database/information source

Industry Liaison Panel

  • AIME Vice Chair attended the ILP meeting on 18th Aug
  • The ILP continues to be a positive communication channel for Industry and PPP
  • Ofcom announced statement on PRS scope will be published early - mid October
  • Ofcom will be publishing a statement on PTV (babe and psychic) by the end of the year
  • Presentation was given on 12th Code Initial Analysis by PPP stating the formal consultation would be out end of October with 3 month response window
  • PPP conducting analysis on Transparency & Reporting of Adjudications
  • PPP expanding complaint statistics to include number of services with reported problems
  • MDA agreed a mechanism with HMRC so that outpayments to charities will be VAT free

Interactive Broadcast Forum 

  • Callcosts.co.uk - following feedback from last forum meeting AIME are developing a FAQ section on the website which will also include a step by step guide for consumers to obtain tariffs from their network operator.
  • AIME SMS working group early Oct to continue discussions on reintroducing SMS votes for high profile shows
  • AIME to analyse challenges facing the use of Voice Short Codes in Broadcast and will be discussed by working group early Oct

087

  • 087 (except 0870) designated as PRS, now regulated by PPP as of 1 August 2009
  • AIME has launched an 087 affiliate package for 087 resellers

  • Timetable for Version 3.0 Payforit Scheme Rules:
    • first draft circulated mid Sept
    • API workshop end Sept

Industry Consultations

Ofcom PRS Scope Review

  • AIME Response submitted 24th July
  • Ofcom Statement due mid-late October

PhonepayPlus 12th Code of Practice Discussion Paper

  • AIME response submitted 7th August
  • AIME supported concept of principles based code with precise Guidelines or Help Notes which can be readily amended
  • Suggested that industry and PPP work together in a co-regulatory manner to produce the 12th Code
  • Furthermore that the code should form a core element of a larger consideration to improve areas such as Customer Care, Due Diligence and Stakeholder registration
  • PPP formal consultation due end of October

Ofcom Broadcasting Code Review 

  • Deadline 4th September
  • AIME to submit response supporting proposals

Ofcom Wholesale charges for Number Translation Services and Premium Rate Services

  • AIME working group conference call 18th August
  • AIME wrote to Ofcom 20th Aug requested Consultation be deferred until completion of a thorough impact assessment of the proposed surcharge increase and completion of their independent review of BT's accounting methods
  • AIME met with Ofcom 24th Aug:
  • Ofcom made aware of serious consequences of an increase from 3.03% to 9.7% for PRS Bad Debt Surcharge
  • 9.7% figure was determined from best available data at the time and currently being validated
  • Ofcom consultants currently conducting Independent Review on BT data; 4 week estimated completion date
  • Deadline for consultation responses extended to 29th September
  • AIME will be submitting a response and members are also encouraged to submit individual responses
  • AIME have agreed to meet with Ofcom again once Independent review complete
